The theme is "sound" and the winner will receive US$2,000.
Entries close on 31 July 2006.
The t-shirt design competition is open internationally and accepts designs from all ages.
It follows last year's inaugural competition which received hundreds of entries and was won by Nurshifah Binte Mohd Yunos from Singapore.
