Skanska collaborated with the General Services Administration and design-build partner and architect HKS to design and build the complex over 39 months. Including one million square feet of parking garages, it will serve some 6,000 employees. Half of employees have already relocated—the remainder will move in by the end of this year.
The project team tapped the local area for much of its labor force and led an apprenticeship program for youth interested in a future in the building trades.
In order to meet operational demands for the 2010 decennial census, the project was on a tight deadline. Skanska credits a design-build delivery method for the project's quick turn around.
"Our project approach saved the government a year of time, ensured that the Bureau would be in and preparing for the 2010 decennial Census, produced a significant architectural building for Washington, D.C., and proved that design-build makes a powerful difference in how successful outcomes are assured," says Skanska vice president and architect Jim Whitaker.
